I don't know if I'll ever master it. Especially now that HTML5 is slowly becoming more prevalent it's something new to learn/play with. It's always slowly evolving like most programming languages which is awesome. It probably took me a solid year to get comfortable with the basics. I read a few books and followed some tutorials to get a handle on the basics which never really change but the real progress came when I started working on projects either for myself or clients.

Hardly 1 month to master both depend on your practice.. Search in google for tutorials .. apply them and you will master soon! HTML5 AND CSS3 is much much much easier now..

It all depends on how much time you are devoting to it and also what portion of your knowledge you are using in practicals
as someone stated above, for a normal person it may take anywhere from 6-12 months to get your self comfortable with basics and advanced
believe me friend as soon as you start learning you will find it more of a fun and its just the beginning
