How legal is a betting site that has no exchange of money

I am thinking about making a betting site like betme123.com
They are out of the country and are actually doing real money exchanges and what not with their casino and telling everyone on the site specifically that this is for real money.

Now as for my site I will be charging money for each dealer as a membership and that dealer can setup other players and give them credits on their account or limit their credits. The site is not taking anykind of money for betting but it will be giving the look of sports betting with all the games being played and all the normal wording like the money line, spreads and everything else.
Is this considered Illegal in the US and what other option do I have if I wanted to start this?

Any advise would GREATLY be appreciated.

Thanks for your reply I was just looking at that site and it is some what like I want to do but make it like an offshore site looks (ie. casino and unlimited credit determent by the dealer who signs you up). I would not be taking anykind of money what so ever except for the membership fee of the dealer. Can I be responsible for what they do with their dealer account?

it still seems shady, but you will need to speak with a lawyer beforehand. You may do so, by posting a question on the lawyer forum, for example Justanswer.com, and speaking with lawyer will give you the best answer you are looking for.
