    you shoukd start with the mainn keyword/subject of your blog, if it's too competitive you will have to use longer tail keywords

    What is your site related to? Keyword mainly depends on your site. Then choose the keyword related with your site. As per I know keywords do not help to get high PR, they are related to search engine to get higher search.

    you MUST decide what key words to pursuit BEFORE you start building a website/blog.in general and without getting in too much detailsthe first thing is to decide what is your web site about(like what niche)then decide what keywords to pursuit (what is the competition, how much resources you need etc.)and only then when you have a plan ready then you could start building your site, but you are right about putting a big emphasis on keywords because if you do a good job at keyword research, that alone can save you from a lot of misery

    While doing keywords research choose such keywords which have good searches and which are more relevant with your website. One more thing keywords not gives high PR, they work for getting high ranking on the web.

    there are many tools to research keyword
    for free tool just simply using Google Keyword Tools, Google Trends, Google Insight
    but if you have much fund you can buy premium tools or softwares for researching keyword
    or you can use research keyword service in this forum..
