First you should to know understanding What a Search Engine Sees as Keywords.
Also we need to know what is keywords : keywords is user’s query on the search engine.

Where to put the keywords in the web page:
Use your targeted keywords in the page title tag, meta tags, H tag, page content(first paragraph should introduce its keywords), alt tag, include keywords in anchor text for internal links and incoming links so that the search engines interpret the words/Phrase(page subject theme) as keywords for your web page.

Why need to fill that web page element:
Its important to search engine search rank for your targeted keywords.

    mynul,
Best bet is too start learning the ins and outs with a blog site, like Wordpress.
They have plug-ins that will help you with your keyword placement, keyword recommendations and optimization score for each of your pages. I personally really like the Wordpress SEO plugin by Yoast.
Basically you want to pick 3-5 top keywords for each page, and make sure you have those are like-words in the following places of each page (in order of importance).
    - Title (ex: <title>Compare Online Fax Services like eFax, Myfax, & RingCentral | FaxCompare</title> is the Title for this page: http://www.faxcompare.com/)
    - Anchor Text Links (3-5 hyperlinks to pages within your site or other websites)
    - ALT Tags (Non-text, or Image/Video "Alternative Text" to elements on the web page - Google uses this to identify what the image is, but it is also valued high in the Google ranking algorithm) - I like to place the misspelled version of my keywords or unpleasant words like "cheap" here if there are any that have a high search volume.
    - Then, really place it in the content of course, but DON'T go overboard. The content should always be written for the user first, then optimized with keywords. It is becoming increasingly important to keep visitors ON your page, so the user must be engaged.
*Another place these keywords would be important to you, but you cannot always control, is when people are linking to or sharing your pages. It would be preferable that keywords were present here as well.
    * Extra Credit - Create a quick and easy video (so many ways to do this at no-cost these days) and upload it to YouTube with top keyword you are shooting for in the 1st part of the video title. Then embed the video on your web page that you would like to rank for the keyword you put in the video title. *Seriously, this will be huge.

No major search engine requires titles or meta tags. However, when properly constructed, titles & meta tags can boost your search engine traffic. Therefore, it is highly recommended you provide "human friendly" title & meta tags on all your web pages.
