so is it mainly indexed pages in google that determine your weight or did I miss understand that? im trying to determine if it would be worth it or not for me to join.

Can you display the ads on one site A and have say site B being advertising in the return ads? or does it work on a site to site basis?

Does PR or the number of impressions have a big importance? Say I have a site with about 40000 indexed pages but low PR, would I do well in the coop?

no, as it says, it's indexed pages (via the API tool), PR and the number of ads you show. the number of impressions you get don't matter in the calculation of weight.

yes you can display ads on one site and point ads to another site.
