Makes no sense, it doesnt have to be that exact site, the owner could have several sites, and you use the one adsense account dont you, so overall if his figure match up to what is needed for adsense premium then he will have it.

Some publishers like premium adsense publishers are allowed to do this. They can put more ad units, put ads on adult content pages and so on. you need to get extremely high traffic to become a premium publisher.
