I couldn't care about PR less, the fact that it updates only a few times a year is reason enough for me not to waste a second of my time thinking about it,and you shouldn't either.

Does it mean, content/fresh content have not much impact on PR?

Means that you can buy a high PR link and increase your page's PR, but unless you have the intent of selling the domain it won't do any good, without proper work you won't see an increase of visitors or anything else.

Than Google would become a hypocrite and would basically be filtering their content, the exact reason they claim that they are pulling out of China, they don't want to censor anything.

Yes, that is a valid point. No visitors without content.

I have seen this numerous times. These domains are given high page rank from hacked high page rank sites. Hackers or script kiddies wannabes hack high pr authoritative sites and add backlinks towards blank sites. I have seen pr 9 made this way. So be careful !

If in this way, one can achieve a PR of 9, what's harmful in that? I'll like to have a PR 9 of my website, even if it's nothing in "Your" eyes because, for many out there, PR is a very important factor

I've seen PR 2 website rank higher than PR4 websites on search engines.

I think pagerank has not much a weight factor for SERP

but only to get people excitied to make more links thinking

    they will rank higher.
