how is this paypal pyramid scheme legal?

    has anyone seen this thing where you pay $1 to everyone on the paypal list then add ur name?

    how is this not illegal?

    and how in the world are people profiting off this? why wouldn't someone just make a new list with their email addresses on it without paying?

    PayPal Acceptable Use Policy says pyramid schemes are not acceptable.

    What will happen, someone will forward that email to PayPal. And then PayPal will investigate those email addresses.

    People are hoping they won't be reported. It is just like an underage "kid" using PayPal. He knows it is wrong, but he hopes no one will report him. Now if his underage buddy gets caugh, his buddy might report him as well.

    In the US those type of letters are covered under Title 18, Section 1302. Definately illegal in the mail, if the law has not been updated to include email I'm sure it will be (probably is under the CAN-Spam act).
