I'm guessing you mean the speech bubble that pops up when you hover over the contact me bit? It's done using CSS and javascript. That kind of thing is very simple to do using CSS if you don't want the fade / movement, and a little more complex (using CSS and javascript) if you do. As for the site itself, you'd need a good knowledge of photoshop (or similar), XHTML, CSS and javascript. Plus (I'm guessing, but almost certainly) some kind of a scripting language (like PHP). About 5 years experience or a good deal of practice would also help. Google is a good place to start looking for tutorials, I hear w3schools also has some good ones.
