How is this done?

    I'm seeing quite a few PPC sites out there that seem to work like this. They choose a domain name like "onlinebillpayment.com" and every one of their navigation links seems to be just another keyword that loads a page with sponsored ads. I don't know if these are google ads or yahoo ads or what, but I'm curious as to whether anyone knows how they are doing this, as the sponsored ads are clearly being captured from a search engine and reformatted. Any thoughts?

    The domain is parked with hitfarm. Its a standard domain parking page template.
