How is this allowed and, more importantly, how can it work?

I just found this full text rss feed on a digital photography site.

    http://voip.weblogsinc.com/rss.xml

The feed has Google adsense ads under each item (article). If someone wants to use this feed on their site who already has adsense on their site, won't the ads conflict with each other? Can anyone do this?

If you want to see want the rss feed will look like on a site, copy this url :http://voip.weblogsinc.com/rss.xml and paste it in the "RSS URL" box at this site:

    http://www.rss-info.com/en_rssinclude.html

Click on the "START HERE" link when you get to the site. That will take you to the right page.

(just remove the yahoo url already in the box when you get there first)

I doubt weblogsinc would be doing anything against Google TOS. They are a pretty well known and respected blogging network and would have a very cosy relationship with Google, I would imagine.

Is it because the google ads are hosted remotely? Is that how it works? I ask because I know if you try to put more than four ad units on a single page yourself, one won't show up. I'm assuming rss feeds are different?

YPN has the option for publishers to put ads on RSS feeds. I'm guessing Adsense only allows this to premium publishers such as weblogsinc.
