U need to have a great sitemap for this first of all. Place all the 10k pages which u want to index in the sitemap. Block images or another unnecessary file which u don't want to index vis robots.txt. Promote ur 10k links via Blog and then via social networking and social bookmarking. Make ur internal link structure stronger by placing links for the pages which u need to get indexed. Promote ur internal links via Social Bookmarking and sharing via forums.

Well, you'll definitely have to write A LOT of articles if you're using a blog of some sort. 30k pages are definitely something that you should be worrying about when you've established your website. There's no point in having 30k indexed pages if you're not ranking well for all of those pages. :)

Rule I think you have told us a good way. It is really important to having a good sitemap for indexing and caching the page. But with that you should know how to use robots.txt and sitemap wisely because it happens many times with us when we just forget about the sitemap and block such pages which are referring to the others ones. So use them wisely and properly and of course thanks to rule once again.

In time Google will index the rest of the pages but there is not much you can do aside from consistently adding links to your webpages in hopes that Google will add them into its engine.

Sometimes Google already may have indexed all or most of the pages but it simply does not list them when you use the Site: command. By the way, not all of those pages indexing may be a guarantee for top ranks, so do not worry about this matter.
