Create account in twitter/facebook/etc., increase parameters of these accounts (number of friends/followers). Add content with links to your forum and people will go to your website
Either pay people to post content or do it yourself. If you are doing it yourself make sure you use a few different accounts so that you can start a discussion which people can join into rather than just having one account constantly posting on different threads and replying to him/herself.
Create a webpage at facebook, invite friends as much as you can and also join groups. spread out your profile link with your friends and also add it in your signature in every mail.
just tweet and update information contents to those SN and you will see huge increase in your followers/fans in short time
