eCPM usually increase along with CTR and CPC. For example, eCPM is no good if you generate no clicks after 1000 page views which is defined by the CTR. Changing the ad location might help but not anywhere comparable to a highly keyword optimized content and target traffic. So you might as well start working on that area.

The sites competing for ad placement within your niche's keyword may have specified a very low budget for ad impression leading to an average $1 earning per thousand impressions for you. I also analyzed the possible related keywords within your niche and found nobody competing for ad placement though the main keyword is highly searched. This means that random ads may have been display from time to time on your blog or site leading to the mentioned low eCPM earning.

Again, as first noted, it is important to target your content. Be sure to use profitable keywords if you want to get the maximum of it.

increasing your ctr is the only way, assuming your niche will always have about the same cpc. That and writing about the upper end topics within your niche.
