How incoming links are different from pingbacks

I am new to WP. On my new WP blog http://webtoolsandtips.com, whenever somebody links to any posts in it, it is shown as a pingback. Technorati also doesn't count it as a link.

But when somebody links it from this sidebar, then it is counted as an incoming link.

    Is it normal?

I have this question too, I read a tip that said:

"When you write a new article on your site – link to as many blogs as possible – they will likely see your site in their pingbacks, website stats, or Technorati. They will visit your site and possibly subscribe to it and link back at a later date."

Does a link from a regular HTML webpage create a pingback where they can see it or do you need blogging software in order to have pingbacks?

@webtools - when someone link to your blog post, technorati should count.

@snappingpig - only link to blog platform or software will have ping back. not website that created using code html or dreamweaver.

    Hope this answer your questions
