How in the world do you upload themes to wordpress.net?

I believe my account was activated on the Feb5th update, but for some reason I can’t see where to submit themes?

This is what i do;

1. Login
2. Get sent to WP Admin
3. Click view site in the header
4. Go to upload theme page

But this is all I see:
In order to be able to upload themes, the only thing you need to do, is to create a user and contact me with your username. This is ……….

etc etc.

What am I doing wrong?!
