    I normally just target country... There is usually too little traffic if you target cities.

    These days it depends on where you are and what you are doing. In some cases the local serps can be quite useful. Can you be a bit more specific as to what you want to accomplish? Got links?

    Just target your website in Google.com & if you want local results then collect local backlinks for your site...
