Its just my opinion. I find social media like fb and twitter are drving clients my way more so than PPC. low conversions make social media a lot more viable.

adwords is good to generate sales not traffic.. if you want to generate traffic but you're not selling a product you should try some free methods.. like social media, articles and so on
I've always found my best traffic generating efforts were Article writing & then marketing of those articles. Guest blog posts are also excellent. Granted it takes time to build up a lot of links (ie run-off traffic), but the quality is typically high, and it also assists your SEO by building quality backlinks.
I find adwords and facebook to be the best places to get very high quality (high converting) traffic. That and SEO of course, but that takes a little bit longer, and in all honesty I'd rather pour that money into PPC (not to say SEO isn't worth it, it's just a little too slow for me).
