They are US only vouchers. Thats is why International vouchers and $100 or above vouchers are hard to get and thus expensive to buy.
I get one ever 3 months from google to use. They are great to use to make some extra money. Its almost like google sends you 100$ for free. The best strategy you can do is make a website for keyword purposes only. Buy cheapest keyword possible for .01-.05 cents and get as many clicks as possible.

Recently you get one simply by opening a new WebMaster tools account, but it is US and Canada only, and for the url registered.
I do not agree. The one which was offered in Webmaster tools was worldwide and was not restricted to use for the related URL. Because I have tried to use it for my friend's website in a account by his name with no problem at all.

Offer void where prohibited by law."
