How i Can Get a Paypal Debit card

hi

i heard that paypal issue debit card to his account holders
and when i open site paypal.com then it show a link to apply for a paypal debit card & student account

but when i open site with other browser then it didnot show me same page and i m not using any proxy


i m from india
can i apply for paypal debit card and student account?

 

I think, it is only for USA people! But I'm not sure, I also wanted to know about it!

 

if this is for US people only then why it is showing me link for apply on home page

when we open paypal.com then it open country based page automatically
like another browser like IE,chrome,Mozila,Opera...etc it is opening indian page if i opon paypal.com but when i open this in Epic then it opens paypal.com page

 

This feature nonly available for centain country (those have paypal bank), India is not in the list

 

Where i can get list of the countries those have paypal bank
