    i want to advertise on fb so i need managers that increase likes to 1 million but i dont know how i can find good ones handle the job

    Advertise in the services section for staff... what was your business plan for this? How did you envisage getting the content and promoting it?

    as i told above i will pay for advertising on fb to promote the page but i one someone can update page with attractive content related to mobile , so i am looking for someone who has page with +100000 likes and get likes buy update the page not fake ones or buy likes

    Then advertise in "cheap stuff" or put the word out among your friends for someone looking to volunteer.

    Either way this is the place to discuss finding the person, not to actually find them.

    Just out of interest... why do you object to paying people for their efforts?

    Spread the word and see if you can find someone within your network. You can also try posting the job on craigslist or elance. Specify that you need them to submit links to FB pages that they're managing so you can get a glimpse of how they work.
