Pick up your game google.
Some spam does slip through the cracks, but I'm sure Google will eventually notice. It might take a manual review though.
Google doesn't care about meta tags. If they are spammed, they just ignore them. So this is not spamming the index (unless you mean index.html ).
people get away with things and sometimes it works but it's high risk. if google finds out (eventually they do), then they'll get blown out of he index. better to stick with white hat techniques. just concentrate on your own site and don't get influenced by others.
if we just spam our meta tags like ev8321 mentioned in his comments and there is no relative contents in the site, google will find it eventually and you will see your site slipped from 1st place to nowhere within days. best way to get hold of your site place in google search index to concentrate on your site and on your product.
