How hard would this be to do?

I am not a programmer. I understand to some capacity and know how to manipulate it for my pleasure but I don't know how to code from scratch. Which leads me to this question(s).

I am currently working on a website project where I have to allow the viewers to upload there photos(kind of like photo bucket) and also be able to submit there stories online(kind of like a blog).

It's currently up on my server for production and testing here http://studio9designs.org/pruettfamilyhistory/website/index.html.

I designed it and did minimal development to it but I hired a programmer(he hasn't started on it yet) to develop the uploading the photos and sharing a stories for it.

I'm wondering if...a joe like me can find resources online to develop something like this...I am somewhat well diversed in doing so but if you guys think I can't...what would it cost for one of you to develop this for me? How much would you charge? I am VERY motivated and HIGHLY interested in hiring someone to do this for me or helping me thru this because I do have the time right now.

are you wanting someone to teach you how to do it from scratch? cus its sounds like it has the potential to be a good sized project which could take a while on its own.
so to teach someone how to build a huge site would be LOTS of work, for the two reasons: there would be lots to do and teach.
It might be easier to just substitute what you want for a forum.
as far as cost the project you propose, it looks like a very nice website and i'm sure you'd want a top notch job. It could go from 1,200 to upwards of 3,600. Teaching someone to code it could take 3x longer...

there are 3 things i'm looking for, for this site to be done.

1) members login information
2) Upload your photos (for ie. photobucket, myspace albums, picasa)
3) Submit your stories (for ie. like in blogs)

That's it for now...is there code i really need to write or is there a source out there that I can grab code from and use? Or is someone willing to do this for 1k?
