    we are starting new web, and have just minor experience with PHP and CSS. What are requirements on Joomla administrator?

    In my opinion you don't need to have any PHP or CSS knowledge at all. Its very easy to install and run.

    It is easy if you are prepared with all the information ahead of time. It is here LINK

    Make sure you know whether or not you want your site populated with the default
    joomla data. Make sure your webhost supports the minimum requirements.

    If you are not sure if you want the default data installed during the installation, choose "no".

    You can bypass FTP if you want and not enter any information, it will not harm your site.

    It is not hard at all,joomla installation is very easy ..IF you need a template search in amazons dot com which provides plenty of templates ...where you can upgrade the template in your site using joomla..

    It helps to know a little PHP and CSS. My suggestion - get FireFox and install Firebug plugin. This will let you manipulate a site in real time (without saving edits). This will save you time going into the source files and updated the files, uploading them and hitting refresh.

    I've learned how to install Joomla in one hour. So it's quite easy.
    P.S. Make sure you have Apache and MySQL installed.

    Very simple. You should have it up and running in no time. If you do have trouble, there are many tutorials on the Joomla wiki and on other sites that may help out.

    Yes, this works fine. Or use a starter template all you do is unzip the file into yoru FTP and run the installation application - takes 5 minutes.
