There are essential four way in which googlebot finds your new site. The first and most obvious was is for your to submit your URL to Google for crawling, via the "ADD URL" form at www.google.com/addurl.htmll. The second way is when Google finds a link to your site from another site that it has already indexed and subsequently sends its spider to follow the link. The third was is when you sign up for Google Webasters Tools, verify your site, and submit a sitemap. The fourth was is when you redirect an already indexed webpage to the new page (for example using a 301 redirect). You can read the rest of this article at http://www.geografixx.com/articles

if you use google toolbar and go to your webpage when its under construction google will pick your site up
Very nice share there but I think there is no need to submit my sites on www.google.com/addurl.html. Link building methods is already enough for my links to be indexed on Google.
