Google is the search engine that stresses both On and Off page optimization. Many may argue that it prefers strong off page efforts but they all add to a website's success.
Nobody know 'complete' answer except Google. But most important factors are natural backlinks and quality contents.
There are opinions and ideas on how Google index sites. Although we know that Google changes algorithm from time to time, just stick to building links and quality contents.
Talking about how google ranks is almost like talking about religion. You will find different opinions and most people are adminant about what they believe. The proof is in the pudding. I use what has worked very well for me. Good content, relevant one way links with diverse anchortext, and *natural on page optimization. Natural on page optimization deals with semantics and word choice. You can't just stuff keywords into a page where ever you want. You need to fit keywords so that they provide there intended meaning naturally within the body of your text. In a nutshell, if your site's copy sounds natural with your intended keywords, then you've done a good job. I have been able to outrank well known higher pr sites with much lower pr by having good copy and quality links. You have to dress to impress, and search engines see it as quality. Content is king, but quality linking building and anchortext are the army that can make or break the king.
