How google can deside someone is spaming or not

    Spamming in what sense? Email spamming, keyword spamming, Or FFA's

    If you are talking about Email spamming then I don't think google has something to do with it. It is the person to whom you spam has to do with it.

    Next if you are asking for keyword spamming then, It is right that google can detect keyword spamming. It is called a scenario where you are putting more and more unwanted keywords on your page to rank you higher for that particular keywords.

    Other thing is FFA's. They are surely to be avoided. So that you are not doing the link spamming.

    If you meen when google knows that you're clicking too much in your own ads - IP is taken as a proof ;)

    And cookie code, and operating system (if detected), and browser type, and installed plugins, and bookmark structure... Did I miss out something else? ;-)
