There are tons of brokers out there selling PR5 text links for example. What does it mean and what ROI can I expect? Will it effect my SERPs or my PR?
they are very effective buy in bulk as 10 here an 20 there can be a real pain and keeping track on small buys is really time comsuming
In terms of what google officially thinks buying links is buying links no difference where they come from.

Hey there Some brokers use automated link placement scripts which could potentially cause a footprint that Google could detect & penalise. Having said that, they can still offer some good links. If you are going to buy links (and you should research the fors and againsts before you do) I'd suggest not relying on just one broker - try to mix your link sources up a bit.
"link-broker" can have different meanings. Adwords/Adsense is, after all, link brokerage. Most important thing to find out with a broker is how the link is placed. Many brokers/agencies are only good for traffic. These links won't help you in pagerank or SERPS in most cases, as they're placed via javascript and/or into iframes. If you want backlinks/pagerank/etc... you need to make sure that your link will be hard-coded into the HTML of the page. Purchasing from the site owner vs. a broker is preferred to eliminate middle-man profits, but not always an option. As regards ROI, absolutely no one can tell you. If they say they can, they're probably lying. Past perfromance is no indication of future results, and conversions depend on your site at least as much as your traffic source.
It can be very, very effective. But you need to be very judicial in how you go about it. Make sure the page you are placing a link on doesn't have a ton of other outbound links. Make sure it's been around for at least 3 months, and has never dropped. Make sure it's got some traffic. I recommend alexa 2 mil or less. Look for related sites to buy advertisements on. Make sure your link is going to be do follow. Make sure the link you get is not going to be in a section labels "sponsors" or "advertisements", etc. You can have a look through my inventory from the link in my footer to get an idea of the costs involved. In general, links through my site will cost about the same as links sold here on DP, which is about half the price of link purchased on other link brokers.
Buying text links has its pros an cons. Buy links and you run the risk of being removed from the SERP. If you don't buy links in some categories and you run the risk of never being found as your competitors might be using a link buying strategy. I would first analyze your current links and how many are seen in the eyes of Google. Follow the number of seen inbound links and slowly ratchet that number up. A new site with a few links that all of a sudden has 5,000 links very well could be flagged. If done well and made to look as natural as possible, it can be effective and the pages you are linking to will start to climb in the SERPs. Error on the side of caution and do less instead of more.
