How Easy or Hard is it to make Relevant Secondary Navigation on a Wordpress Site?

So that is my question. I have a developer working on or bidding on a future site. I want to be able to create a new page, then choose whether its link goes in the primary or secondary navigation bars.

Then, and this is the important part, I want to be able to choose or make relevant the links on the secondary nav bar.

IE. If there is an SEO part of the site the user is on, all the top 5 links in the secondary navigation bar can be set to be only SEO specific and related to SEO.

Is that easy? Should it add 3-4k in cost? :confused:Thanks in advance.

Typically the First Navigation bar in a Horizontal menu is for PAGES
    The second is for POSTS

It's very easy to include, or exclude Pages and Categories from your navigation menu. You can even add outside links to your menu if you want.
It's an included feature in WP menus. No need for special programming.
