    if the website url is like that/2345.html , what it stand for , does it means this page is submitted in static form hence indexed..

    Why don't you try to make your question understandable, as I have no clue what you're babbling about.

    Optimization has VERY little to do with filenames, if that's what you're asking.

    Promote your dynamic web site the same as you would any other static web site. Same with SEO.
