How does w8 form effects revenue made on PPC/CPM/etc programs

    Programs such as TheNewsRoom request to fill W8 in case the publisher is non-US citizen. How does this effect the earnings? Who is actually reducing the taxes? Is it USA before sending me the check with the payment, or is it my own government where I live? And how much is reduced?

    I know it isn't 100% related to Pay Per Click but this is the closest it gets to earnings revenue on these kind of programs.

    As non-US citizen you either:

    - have your tax deducted in US
    - get 100% of earnings and pay your tax locally

    US has a tax treaty with many countries in the world which means those countries will take care of their people’s tax.

    If you are in Canada or Western Europe, you get your full pay and regulate your tax locally. Not sure about other countries.

    The company or affiliate network you work with asks you for W8 only so they cover themselves. I am not sure who really determines if the tax would be withheld.

    I'm going to give you an example :) Belgium has a resolution with the US to pay 0% withholding tax, but the tax in Belgium, if you have a normal income is 40-50% on your income hehe.
