The TOS is kind of short for this type of website. I think you should take a look at a similar website and see what their policies are, they might apply to your site as well (don't copy and paste though). Remember there are people that don't follow the TOS and this may be a problem if they do something wrong that was not covered in the TOS (since they are supposed to read it in the first place). You could devide it by sections like: Describe what your TOS is and to whom it applies. Then give the general rules and guidelines of your site. Talk about users account and how they should be used and what could lead to their suspension; then state what is permitted to be uploaded, and what is not and why. Follow by stating what measures you take to reinforce your TOS. Finally you should write a statement that tells how every user is responsible for their actions and you are not. That should be a good starting point. Also, there are a few typos you should fix. It is good to revise constantly.
