How does this happen, nonsensical ad to nothing

    Take a look at this:

How does a nonsensical ad, that doesn't lead to an actual site, get a top listing in a fairly competitive ad space?

I guess that ads go live before a google staff checks them out personally, but doesn't google at least automatically check that the url actually goes to a site? I tried the link by clicking on it, goes no-where.

And it's at the top of the list without even having a keyword in it, do you think it just has a really high bid on it?

prehaps they are trying to discover what bid is required to get the top position on the Keyword "cell phones", I know it's not a great method with QS etc but the first thing that popped into my head

Could be that somebody created a campaign, and decided to come back and write adverts later, and just hit some keys on a temporary basis. But they may not have realised that the campaign goes live when you create it, and needs to be paused manually...

That's the best I can come up with...
