How does the sandbox define a competitive or non-competitive keyword?

Hey all, looking for some quick advice from you guys that have a lot of experience dealing with google's sandbox and competitive/non-competitive keywords.

I know it's believed that Google's sandbox primarily affects competitive keywords only or atleast that the sandbox is MUCH worse/difficult to break through in those keywords.

Then my question would be, how does Google define "competitive keywords"?

Are we talking keywords that have 500,000+ monthly searches and heavy ad-words marketing? Or would a key word phrase with 50,000 searches a month be considered due to it being actively searched?

    Thanks for any info
