Im moving soon and if i move to my new house, will paypal limit my account for different ip since the isp changed and my location? or only if my paypal gets accessed in a different country.
As long as your IP matches that of your country, they will not lock it. Besides, I would go as far as to say that if you access from a Paypal-approved country, you be safe. But if you move to a new house, update your address as soon as you can. If you move to a new country then just close your paypal account and open a new one when you get to the new country. Do this if you are moving for a very long term or permanently. If it is just for a temporary work or study or even a holiday then drop Paypal an mail and explain that you be going to a specific country or countries during the said period so that they can place a note in your account. Whether I travel, I would do that and they were glad I did. For a company which handles billions of dollars, they would have the system built-in to track changes in IP addresses.
I think you are safe if you are just moving within the country. Just remember to update the address. If you are moving to a new country, then close your account and open a new one. I closed my account which I've used for quite a while when I was moving to Canada from Hong Kong back in 2002. In 2005, I went back to Hong Kong for 6 months, I still could access my Canadian account from Hong Kong and haven't got any problem.
