How does owing Google $$$ effect site ranking?

    I own a site selling art and jewelry www.mexarte.com and had an employee running it for me. I learned that he was not effective and fired him. I allowed him to run AdWords and gave him a credit card (in my name) to charge it. When I fired him canceled the card. Now it is over a year later and I am reviving the site and discovered that there is a $50+ outstanding balance. I want to pay it but they want information I can't supply (log in, password of the old account plus credit card statement dates and such). I cannot get a phone # to call to straighten this out and my e-mails get me the same answers even though I tell them I don't have this information. I have also noticed that my high ranking has gone away even though I have re-submitted the site and think that it looks good. Is this any relation to the unpaid bill and how can I just pay the damn bill without the info they want and I don't have? Thank you.

    I think Google have a policy against using information obtained from one service affect the same user on another service. And it makes sense, otherwise you would be able to sue them.
