I have heard that page rank has no effect on search engine performance and my question is: If page rank does not reflect how you rank in search engines, then what does?
Not that exactly. Google pagerank is still a part of their algorithm but a much diluted in value showing public. Not like it used to be years ago.

some people say link and i believe in it too but one of my abandoned sites with only 4 backlinks but total on-page seo can rank in page 2, number 28 or something for my targeted keyword the last time i checked.
you can do Backlinks, Social Bookmarking, and Pinging. it needs to be consistent and you must have patience in doing it
unique and good content, plus a good strategy on how you're going to market your site will make you rank on Google serp.. Although it is not easy to do so, a lot of work has to be done but all effort will be payed off when you see your site doing a good.
Hi, In my own experiences, PR would still be a ranking factor for SERP but it might not be the essential one. Also, high PR sites would usually come with higher quality page contents and backlinks. These 2 factors would be really helpful in increasing your SERP. Of course, correctly using your targeted keywords as anchor text would be the essential issue for having a nicer SERP. all the best,
