It seems that this person is basically just building backlinks using the same keyword target, but focusing on different pages.

This happens quite a bit, actually.

This is not just a rare situation.

If you know what you're doing in drawing backlinks, it's not uncommon for different parts of your website to rank for the same keyword.

This is great news if you're ranking for a highly-competitive keyword.

You get many bites at the apple.

But from my experience, this technique usually works best with relatively obscure or low traffic keywords.
