    Does google see <meta http-equiv="Refresh" content="0; url=http://mysite.com"> as a 301 redirect ?

This code is typically very bad for seo. In the past, many black hat seo's used this code for a doorway page that then redirected the user to another page. It is not a 301 redirect. I wouldn't be surprised if Google penalized sites that used this tag with a very short time delay.
