How does it track, I heard only if someone is logged into their account?

Can they still track if I am not logged in?

If you are not logged in they can't track you, if you are they will for different purposes.

The change means private data collected by one Google service can be shared with its other platforms including YouTube, Gmail and Blogger.

it could only be tracked once u are logged into your account

A sure way around it is to clear your history, not very convenient but effective.
