How does Google order the ads?

    The highest paying ads are not always on top. How does Google decide the order?

    Yeah, that's what I was under the impression of. But in my particular case, it doesn't seem so.

    The order is based on bid, content and CTR. So no, it's not always the highest bid first.

    Google displays the most profitable ads first. So a low-paying ads that tends to get a lot of clicks, thus conversion, thus more profits, will beat a high-paying ad that doesn't get clicked on, etc.
