What are the strategies/alogrithms google use to rank your videos?

For keyword search/SEO, google indexed webpages good content and the particular keyword being throughout that page, and google favors that page.

    a) How does google index video ? and what does it favor for that video to be highly ranked for particular keywords?

    b) What can we do to increase the ranking for our videos for particular keywords relating to the video? (eg, submit them to directories, to utube, link to them, etc)

Do you mean the YouTube videos that we see in SERP from time to time?
If so, just upload your video to YouTube and use keywords in the title / description.
That's enough and your video will rank high because YouTube is a very authoritative domain.

Just a note that if you want your videos indexed, try to submit a "video sitemap" via Google Webmaster Tools. That should help Google discover and index your videos.

In the same way Google indexes Images.
    Use an alt tag.

If you want videos that you host on your site (Not youtube videos) to show up in the search results like this then you should do as "HowToMakeMyBlog.com" suggested, you need to submit a video sitemap in webmaster tools..
Here is one I have on my site (Use this as a template)

You must supply a thumbnail so Google can display the frame in the search results.

    Cheers

Google doesn't know what's on a video. You could create a porn video and call it "God loves you", and it could rank in the top 10 in a search for "God".

thats not entirely true. google has millions of variables and conditions to check the content of the objects.

however, if u spam keywords, yes, it could be something that can mislead.

Google video search engines scan the closed captioning text for keywords. They then match up the video with the corresponding text and show screen captures of that section of video back as the search result.
