How does google give Pagerank?

hello friends,
i want to know that how does google give page rank(PR) to site. i mean, if a site have 100 good backlinks then google give 2 PR to it. m i right .

Google bases its PR on various criteria.
*Quality and amount of sites linking to your site is the biggie..
*Quality of content.
*Outbound links, especially to lower ranking sites or ad farms will have a detrimental effect on the pages PR
