How does google calculate the site for page rank? Is the number of backlinks or quality of backlinks?

Both are important. Always link with relevant sites with quality content and has good PR's. I'm sure your page rank will increase on the next update.

A lots of factordepends upon the PR Like:-
Trust rank of site where u got the back link
Amount of link on that page
    Relevance of link
    Age of link
Relevance of other link on that page
The interlinking stracture of ur site

    many other factors too..........

As per my experiance content is not a factor in case of PR

Relevancy is irrelevant in the calculation of pure PageRank. It may be important for ranking in the results page, but has nothing to do with the little green bar. Content on your page has nothing to do with pagerank. Check out this page it has PR, but its content is "..." http://intercage.com/

The actual calculation is a google secret, its a combination of linking pages PR and quantity, add to that some sites loose the ability to pass pagerank and the whole nofollow fiasco.
