i am not sure, about Google caffeine yet, but as far as I dugout thing, I found that, now a days google is give a lot more priority to fresh contents. I reach to this conclusion becuase, I use to maintain a technology blog and when ever, I update it, it quickly get listed and reach to top in no time, I mean it only take 1 or 2 days to make it to top 10 SERP, even my blog ranking is just 1, but as article gets older traffic through search engine start dropping on that particular page or article. and all this started after introduction of google caffeine, previously i need to work out on that particular post to bring it in top 10, but now things are much simplified... thou, to maintain regualr traffic you need to upload fresh content every now and then to be in competition That's what I feel...
Sometimes improvement SERP of site may take long time. But you need to stay on the White Hat SEO only which is good for your site.

I think you are reffering to google panda farmer update and not google caffeine update guys ! Google caffeine update was in 2009 december and it allowed the search engines to index more content faster . But as a drawback , the index got filled with a lot of junk sites and hence the Google panda farmer update of 2011 which gives more weightage to original content which provides more value to users in the form of graphs, researches and data representation and not just some crappy 350 word rewrites
Will the PageRank (PR) of a site still usable? For 6months of doing thousands of fresh content, article submissions, social bookmarking and linkbuilding. I just got PR1 even though I placed my link to pr4-6 sites. I have article writers to create fresh content on my sites and all are unique.
Yes , even though PR is less frequently updated you still need links from high PR sites . Dont forget , there is also a MOZ trust rank and its a general observation that a site that had a high PR will share similar stats for MOZ rank too and MOZ is valued by yahoo and bing and even google . Whether google removed the PR totally from its algorithm still the internet will behave in the manner of links only because that is how it is supposed to be . Creating content and creating content for link building is different and if your primary link building is based on content creation then you are going the right way . Have you tried creating link pyramids and link wheels ? Guest blogging ? Social Bookmarking Drip Feeding ? Link Baiting ? these are advanced methods of link building that will surely help . Especially link bait since one link bait will get you hundreds of voluntary links from all over the internet .
