I saw some easy PR6 and PR5 sites, but this site is PR7. Very little contents. Few backlinks. No links from high PRs...
Has link from Yahoo directory, PR5, PR6 links (could now be PR6, PR7 links - but the toolbar is busted) links from .gov .edu. sites, which could be classed as authority sites. Why does PR matter anyway? Surely getting ranked above them matters most?

Looks like a very PR rich sector.
