How does CB know where you live for tax reasons?

If you don't use the Paypal button, CB knows whether to charge you additional taxes etc. from your country selected when you type your address in. Say you're in the UK - you pay VAT 15% tax. You can't avoid it because this address must match your credit card used.

But what if you just hit Paypal instead and keep the country as US and just type some BS zip code in. You'll get it without tax added on right? Same goes if you are living in one of those US states where CB must add extra tax.

Seems a strange loophole in the system.

Now of course I do not recommend customers circumvent CB payment system but has anyone lost sales from places with extra tax since CB started charging it?
