    Lets say I had a website that explained how to make fake IDs.

    So, in other words, the site encouraged deception.

    How would this site get shut down?

    As long as you don't sell the IDs, it'd be less bad for you.

    The site might be in violation of some hosting companies' policies. In that case they could shut it down based on the terms of service you agreed to.

    Otherwise, if it's illegal (it probably is not illegal if it's just a theoretical discussion and doesn't provide actual tools for forgery) then the government may request the host to take the site down. At that point the host can either comply or fight it in court. Guess which one they'll most likely do?

    What about domain locking? How can one avoid the host from locking the domain?

    I doubt that you'd get in trouble unless someone DID use your website in reference to making fake id's themselves. If they do get in trouble, they can just say where they got it from. Why would you bother with a website like that,though? You obviously know that it's illegal to make fake ID's. Well, whatever floats your boat or can make you some money, lol.

    The FBI would contact your host, who then will warn you to take it off within a certain time limit - if this is violated, then legal action will be taken against you. {assuming you're in the US}
