Base it on: Is the blog making money? Is it getting traffic? If I see those 2 then possibly I would buy it and make it more money..
I would think that the value of a blog is determined on who is buying it. I wouldn't stick a certain price tag on a blog, because the new owner might be a big company that is going to incorporate the content into their own site, or an individual who just wants to take what is already in place and make it better. However, if you are looking to list the blog somewhere you might take the amount of income per year and multiply it by two. That way you can show the buyer that this blog is a good investment, and if they are patient they will see profit after two years. I have never sold a blog before, but if I were to buy one the past profit per year would be an important figure in my decision making process. Personally, I would never sell a blog unless I had another investment in mind.
As a reader, I simply value a blog by how it makes me feel: if the posts are useful/attractive to me; if I like the theme it's using; if I get any personal connection to the blog owner, etc. And when it comes to a business aspect, I think I will mostly value a blog by how much profit it may bring me, whether it's through advertising, link building or anything else. Criteria should include: - How much traffic on average it can get per day? - What is the demographic of its visitors? - How is the ranking in search engines?
It is more based on what the blog can do for the future owner if sold. What do they get if it is sold? How much content has been compiled on the site? Is is 4 pages or 9000 pages? This makes a difference because it was time spent compiling this content on the site. Also, you are paying for the backlinks to the site, because they help it rank better, so if there are more backlinks you will pay more. Lastly, you have to consider how much the blog is expected to make in the future and how much room for improvement there is. I have heard that blogs sell for a value that they would usually make in a years time.
