    1. You need to have the link stick out on the existing site.
    Advertise in the area of the niche on other sites about your forum.

    Simple :p
    You only need a forum script.
    There are free and paid ones.
    Free ones include phpbb and other
    While paid ones include Vbulletin

    Then you buy a host on which you install the script.
    And that's it :p

    It is very easy to start a forum. You can install forums with the use of 3-4 clicks. The popular free forums are phpbb and smf. The main thing is to get traffic to your forum and this thing is hard to achieve if you do not have enough content if your forum. You may need to post in the forum by your self or you may need to hire the forum posters.

    Vbulletin is by far the best option if you looking for differant ways and differant modifications.

    I would personally advise if you going to start a forum from experience do not make it too hard for members to register and make it perfectly clear what they are gaining access to and give some benifits for members who register and maybe start of the forum with a posting and referral contest to bump up the post count and of course increase the members.

    SMF has been considered as even better by some webmasters. I think the best advantage of SMF is that it is light, it won't overload your server. You may be interested to learn more on how to start a forum site here.
